Il pr\u00e9voit un acc\u00e8s universel aux services bancaires avec au moins un compte par m\u00e9nage, ainsi qu\u2019un acc\u00e8s \u00e0 des produits de cr\u00e9dit, d\u2019assurance et de retraite. En date du 15 mars 2016, le programme avait mobilis\u00e9 pr\u00e8s de <a href=\"http:\/\/www.pmjdy.gov.in\/account\" target=\"_blank\" rel=\"noopener\">335 milliards de roupies indiennes (INR) (soit 4,9 milliards de dollars) dans le cadre de 210 millions de nouveaux comptes bancaires<\/a>, ce qui constitue une r\u00e9ussite consid\u00e9rable pour un programme lanc\u00e9 le 28 ao\u00fbt 2014.<\/p>\n<p>Entre octobre 2014 et d\u00e9cembre 2015, MicroSave Consulting (MSC) a r\u00e9alis\u00e9 trois cycles d\u2019\u00e9valuation du programme PMJDY (vagues I, II et III), qui avaient pour principal objectif d\u2019analyser et de mesurer l\u2019impact du programme et les d\u00e9fis qui restent \u00e0 relever, tant du point de vue des b\u00e9n\u00e9ficiaires que de celui des partenaires de distribution (en particulier les <em>Bank Mitrs\u00a0<\/em>: agents bancaires). Cette \u00e9tude a \u00e9t\u00e9 r\u00e9alis\u00e9e avec le soutien financier de la Fondation Bill &amp; Melinda Gates et ses r\u00e9sultats ont \u00e9t\u00e9 pr\u00e9sent\u00e9s au D\u00e9partement des Services Financiers du Minist\u00e8re des Finances du gouvernement de l\u2019Inde.<\/p>\n<p>Cet article pr\u00e9sente les conclusions du dernier cycle d\u2019\u00e9valuation (vague III) r\u00e9alis\u00e9 en d\u00e9cembre 2015 en ce qui concerne la demande. La vague III comportait une enqu\u00eate repr\u00e9sentative \u00e0 l\u2019\u00e9chelle du pays r\u00e9alis\u00e9e aupr\u00e8s de 1\u00a0627 BM et 4\u00a0859 titulaires de compte PMJDY r\u00e9partis dans 42 districts couvrant onze \u00c9tats et un territoire de l\u2019Union.<\/p>\n<ol>\n<li><strong>Le programme PMJDY est mieux accept\u00e9<\/strong><\/li>\n<\/ol>\n<p>Pinki, un client PMJDY du village de Khadoli dans le Territoire\u00a0de\u00a0Dadra\u00a0et\u00a0Nagar Haveli le r\u00e9sume ainsi\u00a0: \u00ab\u00a0<em>Jan veut dire pauvre et dhan veut dire argent.\u00a0Par cons\u00e9quent, jan-dhan veut dire l\u2019argent des pauvres\u00a0\u00bb.\u00a0<\/em>Il r\u00e9sume ainsi la perception spontan\u00e9e du programme PMJDY par les clients. PMJDY est consid\u00e9r\u00e9 comme un programme gouvernemental utile qui permet d\u2019acc\u00e9der \u00e0 des services d\u2019assurance bon march\u00e9 et d\u2019ouvrir un compte bancaire gratuit.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-2831 size-medium\" src=\"https:\/\/www.microsave.net\/fr\/wp-content\/uploads\/2024\/01\/PMJDY-2-300x111-1.png\" alt=\"\" width=\"300\" height=\"111\" \/><\/p>\n<p>PMJDY a permis de g\u00e9n\u00e9raliser les comptes bancaires et d\u2019offrir des services bancaires de proximit\u00e9 aux clients. La plupart (78\u00a0%) des clients PMJDY utilisent un agent bancaire pour r\u00e9aliser leurs op\u00e9rations courantes. Un agent de Ghazipur dans l\u2019Uttar Pradesh d\u00e9clare ainsi\u00a0:<em>\u00a0\u00ab\u00a0Le nombre de comptes bancaires est pass\u00e9 de 15 \u00e0 500 dans le village. Les villageois ont compris les services bancaires\u00a0\u00bb.<\/em><\/p>\n<p>80\u00a0% des clients PMJDY qui font r\u00e9guli\u00e8rement des op\u00e9rations consid\u00e8rent les agents Bank Mitr comme leur premier choix pour r\u00e9aliser des op\u00e9rations. Les principales raisons en sont\u00a0:1. la proximit\u00e9 des agents par rapport \u00e0 leur domicile ou \u00e0 leur lieu de travail\u00a0; 2. la rapidit\u00e9 et la facilit\u00e9 des transactions\u00a0; et 3. la disponibilit\u00e9 des agents en dehors des heures d\u2019ouverture des banques.<a href=\"http:\/\/blog.microsave.net\/pmjdy-milestones-reached-yet-miles-to-go-customer-side-story-part-1\/#_ftn1\">[1]<\/a><\/p>\n<p>Le programme PMJDY a \u00e9galement permis d\u2019am\u00e9liorer l\u2019inclusion financi\u00e8re des femmes. Un client sur trois qui ouvre un compte bancaire pour la premi\u00e8re fois dans le cadre du programme PMJDY est une femme.<a href=\"http:\/\/blog.microsave.net\/pmjdy-milestones-reached-yet-miles-to-go-customer-side-story-part-1\/#_ftn1\">[2]<\/a>\u00a0\u00ab\u00a0<em>Sur 1\u00a0540 comptes, 900 appartiennent \u00e0 des femmes. Quand c\u2019est pratique, nous collectons les d\u00e9p\u00f4ts \u00e0 leur domicile\u00a0\u00bb, <\/em>d\u00e9clare un agent de Bhadrak dans l\u2019\u00c9tat de l\u2019Odisha.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-2832\" src=\"https:\/\/www.microsave.net\/fr\/wp-content\/uploads\/2024\/01\/PMJDY-3-300x162-1.png\" alt=\"\" width=\"300\" height=\"162\" \/>\u00a0\u00a0<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-2833\" src=\"https:\/\/www.microsave.net\/fr\/wp-content\/uploads\/2024\/01\/PMJDY-4-300x171-1.png\" alt=\"\" width=\"300\" height=\"171\" \/><\/p>\n<ol start=\"2\">\n<li><strong> Le comportement d\u2019\u00e9pargne s\u2019est d\u00e9velopp\u00e9 au sein de la client\u00e8le rurale <\/strong><\/li>\n<\/ol>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-2834 alignleft\" src=\"https:\/\/www.microsave.net\/fr\/wp-content\/uploads\/2024\/01\/PMJDY-5-300x195-1.png\" alt=\"\" width=\"300\" height=\"195\" \/>On observe une \u00e9volution notable du comportement d\u2019\u00e9pargne des clients PMJDY\u00a0: le pourcentage de ceux qui n\u2019\u00e9pargnent pas est pass\u00e9 de 12 % dans la vague II \u00e0 8 % dans la vague III. De la m\u00eame mani\u00e8re, le pourcentage de clients qui \u00e9pargnent chez eux est pass\u00e9 de 21 % dans la vague II \u00e0 17 % dans la vague III. Ces clients ont commenc\u00e9 \u00e0 utiliser leur propre compte d\u2019\u00e9pargne pour leurs \u00e9conomies (passant de 77\u00a0% dans la vague II \u00e0 86\u00a0% dans la vague III). On observe en outre une l\u00e9g\u00e8re augmentation du nombre d\u2019op\u00e9rations mensuelles par client par rapport \u00e0 la vague pr\u00e9c\u00e9dente\u00a0: 65\u00a0% des clients font au moins une op\u00e9ration par mois aupr\u00e8s d\u2019un agent, contre 58 % dans la vague II.\u00a0<a href=\"http:\/\/scid.stanford.edu\/publications\/branchless-banking-evaluating-doorstep-delivery-financial-services-rural-india\" target=\"_blank\" rel=\"noopener\">Une \u00e9tude r\u00e9alis\u00e9e r\u00e9cemment aupr\u00e8s des m\u00e9nages de Karnataka montre que le programme PMJDY a entra\u00een\u00e9 une augmentation significative de l&#8217;\u00e9pargne totale des m\u00e9nages et de l&#8217;\u00e9pargne sur les comptes bancaires<\/a>.<\/p>\n<p><em>\u00ab\u00a0Les travailleurs non qualifi\u00e9s ont beaucoup b\u00e9n\u00e9fici\u00e9. Ils \u00e9pargnent sur leur salaire journalier\u00a0\u00bb <\/em>\u2013 un agent bancaire de Ghazipur dans l\u2019Uttar Pradesh.<\/p>\n<ol start=\"3\">\n<li><strong>L\u2019adoption des produits ne se limite pas aux comptes d\u2019\u00e9pargne<\/strong><strong>\u00a0<\/strong><\/li>\n<\/ol>\n<p><strong><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-2835 alignleft\" src=\"https:\/\/www.microsave.net\/fr\/wp-content\/uploads\/2024\/01\/PMJDY-6-300x247-1.png\" alt=\"\" width=\"300\" height=\"247\" \/><\/strong><\/p>\n<p>Le PMJDY a permis d\u2019am\u00e9liorer l\u2019adoption des produits financiers. Les clients ont souscrit avec enthousiasme aux contrats d\u2019assurance vie et d\u2019assurance accident de PMJDY en raison de la proposition de valeur offerte et de leur faible co\u00fbt. Ces polices sont couramment appel\u00e9es \u00ab<em>12 aur 330 rupaya wala bima\u00a0\u00bb<\/em> (assurance \u00ab\u00a0PMSBY\u00a0\u00bb pour 12 INR et \u00ab\u00a0PMJJBY\u00a0\u00bb pour 330 INR).<\/p>\n<p>Avec une prime nominale de 12 INR (0,18 US$) par personne et par an, la police d\u2019assurance accident \u00ab\u00a0<em>Pradhan Mantri Suraksha Bima Yojana\u00a0<\/em>\u00bb (PMSBY) du programme PMJDY offre une couverture de 200\u00a0000 INR (3\u00a0077 US$) en cas de d\u00e9c\u00e8s accidentel ou d\u2019invalidit\u00e9 d\u00e9finitive. Pour une prime de 330 INR (5,1 US$), les titulaires de compte PMJDY peuvent b\u00e9n\u00e9ficier d\u2019une couverture d\u2019assurance vie de 200\u00a0000 INR (3 077 US$) au titre de la police \u00ab\u00a0<em>Pradhan Mantri Jeevan Jyoti Bima Yojana<\/em>\u00a0\u00bb (PMJJBY). Sp\u00e9cialement con\u00e7u pour r\u00e9pondre aux besoins du secteur informel, le plan de retraite <em>\u00ab\u00a0Atal Pension Yojana\u00a0<\/em>\u00bb (APY) est un autre produit avantageux pour les titulaires de compte Jan Dhan. Comme l\u2019exprime un client PMJDY du district de Sonitpur l\u2019Assam, \u00ab\u00a0<em>Je vais bien en ce moment, mais \u00e7a ne sera pas forc\u00e9ment le cas plus tard. 50 INR est le prix d\u2019un go\u00fbter avec du th\u00e9, donc d\u00e9penser 330 INR pour une aussi bonne couverture d\u2019assurance n\u2019est pas un probl\u00e8me<\/em>\u00a0\u00bb. Le taux d\u2019adoption de l\u2019assurance accident chez les clients PMJDY interrog\u00e9s (60 %) est plus \u00e9lev\u00e9 que celui de l\u2019assurance vie (49 %) et du plan de retraite (6\u00a0%).<\/p>\n<p>Le contrat d\u2019assurance vie s\u2019av\u00e8re plus populaire chez les femmes, qui ont le sentiment d\u2019\u00eatre moins expos\u00e9es que les hommes au risque d\u2019accident. Le plan de retraite est quant \u00e0 lui plus populaire chez les clients qui savent lire et ont des revenus relativement plus \u00e9lev\u00e9s. La client\u00e8le \u00e0 faibles revenus consid\u00e8re que ce programme est plus on\u00e9reux (504 INR, soit 7,52 US$) et qu\u2019il est difficile de faire des versements mensuels r\u00e9guliers sur une longue p\u00e9riode.
