Study on impact COVID-19 on CICO agents in Senegal
MSC seeks associate consultants for an ongoing country-level study of the impact of COVID-19 on CICO (cash-in and cash-out) agents in Senegal.
Experience of working on mobile money or banking agent networks, financial inclusion, qualitative and quantitative research, and report-writing in English and French; Experience of working on projects for youth and female agents; Proficiency in French (speaking and writing) is mandatory, knowledge of Wolof will be an advantage; Experience in Francophone West Africa is mandatory.
MSC has been conducting a detailed country-level study on the impact of COVID-19 on CICO agents in Senegal to examine the issues they face while delivering financial services since the onset of the pandemic. Due to a rapid decline in customer footfall, reduction in operating hours, a significant fall in volume and value of transactions, and waivers on transaction tariffs, CICO agents have suffered a large decline in their income generated through commissions. With volatility in transactions and loss of income from secondary sources, CICO agents face challenges as they maintain liquidity and e-float.
The objective of the report is to offer recommendations to policymakers and digital financial service providers to address key concerns and help CICO agents continue their services. The report focuses on the health risks that CICO agents face while continuing business operations during the pandemic and it looks at the support that agents seek from mobile operators, financial service providers, and the government to help them increase compliance with safety measures.
Producing a comprehensive overview in a report working with MSC staff to analyze the data and write the final report, enhancing the existing recommendations.
The consultant will support the project in:
- Conducting the interviews and write the case studies
- Collaborating with the MSC team to define key recommendations in a brainstorming session to identify recommendations to support CICO agents in light of the crisis
- Identifying specific barriers that impact youth and women-led CICO agents
- Completing a comprehensive report that will be published in English and French
- Writing and publishing one blog related to the study
MSC will provide the current draft report and conduct qualitative interviews to assist in the deliverables. The team will be available for brainstorming and support as needed.
