Job Summary

MSC seeks associate consultants for an ongoing country-level study of the impact of COVID-19 on micro, small, and medium enterprises (MSME) in Senegal.

Essential Skills

Experience in the MSME sector and platforms, financial inclusion, qualitative and quantitative research, and report-writing in English and French; Experience of working on projects for youth- and women-led enterprises; Proficiency in French (speaking and writing) is mandatory, knowledge of Wolof will be an advantage; Experience in Francophone West Africa is mandatory.



MSC is conducting a detailed country-level study of the impact of COVID-19 on micro, small, and medium enterprises in Senegal. The study highlights the coping strategies of MSMEs and provides recommendations for policymakers and financial service providers to support them. The study focuses on the impact of the pandemic on the business operations, supply chains, as well as the household income and expenditure of MSMEs. It delves deeper into the coping strategies these enterprises have adopted to mitigate the effects of this disruption.

The study will include two case studies on the coping strategies of a youth-owned business and a women-owned business. It will also feature a spotlight or case study on digital platforms as COVID-19 drives MSMEs with digital literacy to utilize digital channels. The report will also provide policy recommendations to boost the income of MSMEs, reduce their burden of expenses, and help them recover once the crisis is over.


To work with MSC staff to analyze data and produce a comprehensive overview in the form of a final report, enhancing the existing recommendations. The consultant will provide support in:

  • Conducting the interviews with the MSMEs identified for the case studies
  • Interviewing key stakeholders for the government MSME platform and develop the case study
  • Collaborating with the MSC team to define key recommendations in a brainstorming session to identify barriers and potential solutions to boost MSME income and aid in recovery after the crisis subsides
  • Identifying specific barriers that have an impact on youth- and women-led MSMEs to develop two case studies
  • Completing a comprehensive report that will be published in English and French
  • Writing and publishing one blog related to the study

MSC will provide the current draft report, qualitative interviews, and quantitative data to assist in the deliverables. MSC will also identify candidates for the case studies. The team will be available for brainstorming and support as needed.
