Drinking water in Odisha

Overview

The BASUDHA scheme was launched by the Housing & Urban Development Dept. (H&UDD), government of Odisha in november 2018 with the objective to provide adequate safe water to the rural population for drinking and domestic purposes. The scheme was executed over five different stages: extraction, treatment, transportation, storage &  last mile connectivity.

Payments to vendors, or contractual staff were often found to be delayed and timelines of payments uncertain. This delay and uncertainty may have been the result of many factors such as:

  • Conditions for payment were not verified as granular real-time data was not available
  • Additional conditions for payment were imposed ex-post
  • A series of requests were made for additional information
  • Construction and quality data was recorded manually at the last mile
  • Despite all the information available, the decision-to-pay was not taken by the relevant authority

Solution

On the basis of a detailed diagnostic study, MSC proposed a three-step solution approach where digital interventions were to be developed and deployed at field implementation units. The interventions proposed were:

Single project registry (SPR)

A dynamic database with data push and pull facility to enable access to real-time information

E-measurement book (e-MB)

A microservice, (plug and play module) to enable data entry at source by contractors and rules-based processing to aid inspection of compliances by field engineering staff.

Smart payment engine (SPE)

A digital system running if-then-else algorithms in the backend utilizing inputs from the SPR and e-MB, as well as other payment conditions.
