The Govt. of Odisha had launched the initiative of involving vulnerable groups such as underprivileged women, transgender groups, etc. by forming SHGs to manage Faecal Sludge Treatment Plants (FSTP) in the state and providing them with employment and a regular source of income. However, the file based approvals for payments to the SHGs, along with manual project management processes, led to delays in the settlement of claims and hindered transparent scheme implementation.
Based on the field study and a detailed diagnostic assessment of the scheme, MSC proposed a holistic digital solution for scheme management and the timely approval of payments to wage seekers with the following features:
Digital approvals based on a defined turnaround time (TAT) for payments and related compliances aimed at ensuring timely approvals and defined accountability
A digital system running if-then-else algorithms in the backend utilizing inputs from the digitized workflow as well as any other payment conditions based on program guidelines.
Real-time availability of data in the dashboard to track project and expenditure progress to enable faster decision-making.
IOT-based devices for authenticated data such as worker attendance, expenses, and vendor bills to facilitate efficient plant management.
