MSC’s Government Advisory team partners with governments to drive transformative, citizen-centric reforms that improve governance, transparency, and service delivery. With decades of experience across Asia and Africa, we bring expertise in government-to-person (G2P) programs, social protection, and digital governance to help governments respond effectively to evolving challenges.

Our work spans diverse sectors, which include agriculture, energy, digital governance, public finance, WASH, climate resilience, and women and child development. We design solutions that enhance access, equity, and efficiency for people from low-income groups, women, the elderly, and persons with disabilities(PwDs).

We focus on three core themes:

Strengthening state capacity

We enhance government systems through improved budgeting, expenditure management, revenue mobilization, and digital public financial management. 

Improving service delivery

We have deep expertise in G2P and direct benefit transfer systems and design and support inclusive, transparent, and citizen-focused programs. 

Market making

We create enabling environments for sustainable markets through regulatory and financial tools to catalyze private investment and innovation.

We deliver services through six integrated lines: Policy research and analysis, program design, monitoring and evaluation, piloting and implementation support, digital transformation, and capacity building. This comprehensive approach ensures that policies translate into impactful, scalable programs.
