Advancing digital agriculture and fertilizer subsidy reforms through cross-border learning

On 21st May 2025, MSC facilitated an exposure visit for an Indonesian delegation to Telangana, India. The visit focused on digital agriculture, fertilizer subsidy reform, and farmer-centric service delivery systems. It combined field visits and institutional engagements to strengthen these systems.

The delegation observed Aadhaar-enabled direct benefit transfer (DBT) fertilizer transactions and visited primary agricultural cooperative societies (PACS) to understand last-mile delivery mechanisms. They also explored AgHub, which is India’s first AgriTech startup incubator. They also visited fertilizer control laboratories and private sector organizations to gain insights into scalable soil health testing models relevant to Indonesia.

The visit included interactions with government stakeholders. These interactions highlighted Telangana’s integrated digital initiatives, such as Soil Health Cards, Rythu Bharosa, and online licensing systems. These engagements demonstrated how unified governance structures and digital platforms can improve efficiency, transparency, and service delivery to farmers.

The delegation gained practical insights into the design and implementation of scalable, farmer-centric agricultural systems through this exchange. The initiative strengthened cross-country collaboration and provided actionable lessons to support Indonesia’s efforts to improve agricultural productivity and the delivery of subsidies.
