Join us in transforming how governments manage public finance. At MSC, we work closely with ministries and departments to design and implement technology-enabled public finance reforms that improve efficiency, transparency, and decision-making.

As a Manager – Digital PFM, you will lead end-to-end engagements — from identifying system gaps and designing digital solutions to driving implementation and institutionalization within government ecosystems. The role combines strategy, technology, and execution, while offering the opportunity to work on high-impact governance reforms at scale. The Manager – Digital Public Finance Management (Digital PFM) will serve as MSC’s representative supporting government ministries and departments in designing and implementing technology-enabled public finance reforms. The role requires driving the full cycle of engagement — from ideation and solution design to implementation and institutionalization of digital public finance systems. The Manager will work closely with government stakeholders to identify system gaps, develop digital and process-based solutions, and support execution of reforms aimed at improving efficiency, transparency, accountability, and data-driven decision-making in public finance management. This role combines strategic thinking, technical understanding of digital systems, and operational execution to support large-scale government transformation initiatives. This role will also contribute to business development efforts by identifying new opportunities within existing government engagements, supporting proposal development, and shaping new interventions aligned with client priorities and emerging public finance challenges. The candidate will work with internal teams to translate field insights into scalable project opportunities and strategic partnerships.
  • Act as the primary liaison between MSC and client ministries/departments to ensure seamless implementation, coordination, and reporting of Digital PFM initiatives
  • Work collaboratively with government teams, technology partners, and MSC consultants to design and implement technology-enabled public finance reforms
  • Lead and support the ideation, design, digitization, and implementation of Digital PFM solutions, including process reengineering, system strengthening, and data-driven decision support tools
  • Conduct diagnostics, analytical research, and assessments to identify system gaps and inform solution design and implementation strategies
  • Facilitate stakeholder consultations, workshops, and cross-functional coordination to drive alignment across government and partner institutions
  • Engage with key stakeholders, including central/state governments, NITI Aayog, development partners, donors, think tanks, and private-sector actors, to support implementation and collaboration
  • Lead the development of project deliverables, including concept notes, strategy papers, analytical reports, and presentations
  • Contribute to business development by identifying opportunities within ongoing engagements and supporting proposal development and solution articulation
  • Support knowledge management and dissemination through the development of blogs, briefing notes, policy papers, and other knowledge products.


Requirements

Academic/ professional qualifications:

  • Bachelor’s degree in technology/ computer science, and related fields, and
  • MBA or master’s in public finance, policy, economics, development studies, rural management, or related degree
