A Tanzanian delegation visited India for a workshop on digital public infrastructure (DPI) to explore opportunities for South-South cooperation and learn from India’s DPI journey

On 30th March 2023, MSC facilitated a multi-stakeholder exposure visit from Tanzania to India as part of a digital public infrastructure (DPI) learning and exchange initiative. The delegation included senior officials and stakeholders from the Government of Tanzania, Bank of Tanzania, Tanzania Social Action Fund (TASAF), Financial Sector Deepening Tanzania, and other public and private sector institutions. The objective was to understand India’s DPI ecosystem and its role in enabling financial inclusion and efficient government-to-person (G2P) service delivery.

The visit included engagements with key institutions. The Reserve Bank of India (RBI), National Payments Corporation of India (NPCI), and other ecosystem stakeholders shared insights on policy, regulation, and digital infrastructure that enable large-scale inclusion. Discussions covered the India Stack framework, which supports identity, payments, and data systems.

Field visits showed how digitized G2P programs work on the ground. The delegation observed food and fertilizer subsidy programs as well as agent banking models. Key learning areas included the role of national digital ID systems in biometric authentication, components of G2P infrastructure, such as data collection and payment routing, and policy interventions, such as e-KYC and account-opening frameworks that support affordability and access.

The engagement enabled stakeholders to gain practical insights into last-mile delivery systems, including agent networks and customer support mechanisms, which are critical for inclusive service delivery. MSC supported the visit through structured capacity-building, stakeholder engagement coordination, and facilitation of field learning sessions.

The initiative strengthened cross-country learning between India and Tanzania and provided actionable insights to support improvements in TASAF’s e-payment systems and broader G2P delivery frameworks.
