Elmard Ngicho is a monitoring, evaluation, research, and data analytics expert with more than eight years of experience in development and humanitarian programs across Sub-Saharan Africa, which includes Kenya, Uganda, Tanzania, Somalia, and Somaliland. He has worked with a broad range of stakeholders, which include multilateral and bilateral donors, NGOs, and research institutions, to design and operationalize MEL systems that enable evidence-based decision-making, adaptive learning, and transparent reporting. Elmard specializes in building results-based management (RBM) frameworks aligned with the Sustainable Development Goals (SDGs) and the design of real time data systems to enhance program performance monitoring.
