Pavanesh Kumar Dwivedi

Associate

Pavanesh is an Associate at MSC’s Centre for Responsible Technology, working in the Technology Policy and Innovation domain, and is based in New Delhi. He holds a Master’s degree in Public Policy from the Indian Institute of Technology, Delhi, with a focus on technology and economic policy. He has over three years of experience in the manufacturing sector. His work covers project management, digital public infrastructure, and policy development and documentation. He specialises in policy strategy in DPI and urban mobility, financial modelling, and research tool development.   His recent work includes developing data-driven policy roadmaps for Digital Public Infrastructure (DPI) in Nigerian states to improve service delivery, including revenue collection and public resource mobilization. He has also supported the Digital ID scale-up and adoption project, where he researched national ID systems in countries such as Ethiopia and Estonia.  Pavanesh has also worked with governments in Pacific Island countries, most recently in Papua New Guinea. There, he coordinated the country’s first National Digital ID Ideathon on Sevis Pass, organized by MSC in partnership with the Department of Information and Communication Technology of the Government of Papua New Guinea. He is also involved in organizing Digital ID hackathons across Africa to develop use cases for national Digital ID systems.  Before joining MSC, Pavanesh worked as an Executive Engineer at Honda Motorcycles and Scooter India (HMSI). In this role, he handled project management, led manufacturing operations as a shift in charge, managed teams, and supported departmental budget planning. He holds a bachelor’s degree in Industrial Engineering from NIT Jamshedpur, which he received in 2014.
