In this role, you will drive MSC’s flagship DPI and G2P programs, lead multi-sector teams, and influence policies at the highest levels of government. You’ll translate complex reforms into real-world solutions, oversee innovation in digital ID, payments, and social protection, and represent MSC as a thought leader across the region. Job Description
A. Program Leadership & Strategic Execution
Lead large, multi-year advisory programs for governments, donors, and multilateral institutions.
Provide strategic direction and oversight for projects related to Digital ID, G2P systems, financial inclusion, social protection, digital payments, and broader Digital Public Infrastructure (DPI).
Anchor key activities and multi-stakeholder coordination for the Government of Indonesia’s DPI program, while supporting other high-priority assignments.
B. Client Engagement & Stakeholder Management
Act as a trusted advisor to senior government officials, regulators, private sector leaders, and development partners.
Build and sustain strong relationships with key institutions, including ministries, central banks, national ID authorities, and digital transformation agencies.
Serve as the primary interface with senior officials at CoADGT, Dukcapil, Bappenas, MoSA, MoF, Kominfo, and Bank Indonesia, and engage additional partners as required.
C. Technical Oversight & Quality Assurance
Provide expert guidance on system design, policy frameworks, and institutional reforms related to digital ID, payments, interoperability, data governance, and social protection systems.
Review, validate, and sign off on diagnostics, technical notes, policy briefs, and implementation roadmaps.
Ensure all deliverables meet MSC’s standards of quality, analytical rigor, and practical applicability.
D. Stakeholder Coordination & Ecosystem Facilitation
Coordinate closely with development partners and donors.
Facilitate ecosystem engagement with industry associations, fintechs, financial institutions, and civil society to advance DPI adoption.
Lead workshops, technical working groups, and peer-learning exchanges.
E. Business Development & Thought Leadership
Contribute to proposal development, concept notes, and strategic partnerships to grow MSC’s digital governance and social protection portfolio.
Represent MSC at high-level forums, consultations, and multi-country knowledge exchanges.
Produce thought leadership, publications, and advocacy materials on digital transformation and inclusive service delivery.
F. Team Leadership & Capacity Building
Lead and mentor cross-functional teams comprising policy experts, technologists, data specialists, and field researchers.
Support professional development and capability building within MSC’s Indonesia and global teams.
Foster a culture of excellence, collaboration, and innovation across the organization.
Requirements
Qualifications & Competencies
Technical & Domain Expertise
15+ years of experience in digital governance, digital ID systems, G2P reforms, Digital Public Infrastructure (DPI), or large-scale public sector transformation.
Proven ability to design, lead, and execute complex government reforms and donor-funded programs.
Strong understanding of system architecture, interoperability, policy and regulatory design, digital payments, G2P systems, identity platforms, and related domains.
Leadership & Program Management
Demonstrated experience managing complex, multi-stakeholder programs at national or multi-country scale.
Proven ability to build, mentor, and lead high-performing, multidisciplinary teams.
Strong capabilities in risk management, problem-solving, and strategic decision-making in complex environments.
Stakeholder Engagement & Advisory Skills
Track record of engaging and advising senior government officials, regulators, and policy leaders.
Ability to navigate political economy considerations and build consensus across diverse stakeholder groups.
Excellent communication, negotiation, and representation skills, including experience in high-level forums.
Analytical & Consulting Skills
Strong capabilities in system thinking, process redesign, and policy analysis.
