Michelle Lopez Alvarez is a Senior Manager in MSC’s Government Advisory Domain. She works in Manila, Philippines, as a development specialist with 13+ years of experience gained through projects in policy development, governance, regulatory reform, policy analysis, and monitoring and evaluation across government, academia, and non-profit sectors in the Philippines. Her areas of expertise include public policy formulation, institutional strengthening, strategic planning, and impact assessment. Michelle has led and contributed to numerous initiatives intended to improve government efficiency, enhance service delivery, and promote inclusive development.

Before joining MSC, Michelle was a Senior Economic Development Specialist at the National Economic and Development Authority, where she undertook various roles, from collaboration with national and local government units, development partners, and civil society organizations to design and implementation of reforms that address complex governance challenges. She holds a Master’s degree with a specialization in International Development Policy from Seoul National University in Seoul, South Korea. She is fluent in Filipino and English.
