Rasika Chopra
ManagerRasika Chopra is a Manager in MSC’s Government Advisory capability focused on state capacity transformation projects in India. She has more than 10 years of experience as a researcher and consultant, majorly working on projects in the PFM, WASH, and urban space in India, including digital PFM solutions, urban livelihoods, WASH and WASH financing, central finance commission grant support, value capture finance public policy, and municipal finance, among others. She has also worked in sustainability research for green and ethical indices. Her expertise includes project management, program design, public policy formulation, government advisory, and research and dissemination.
Before she joined MSC, Rasika was a Research Fellow at the National Institute of Urban Affairs (NIUA). There, she undertook various roles, such as program management of the 14th Finance Commission, including technical support and advisory to central and state governments, preparation of public policy, and coordination and execution of national-level workshops. Rasika holds a master’s degree with specialization in Management from Manchester Business School, University of Manchester. She is fluent in English, Hindi, and Urdu.
