From adaptation needs to finance that can scale: A modular framework for adaptation finance

MSC’s adaptation finance framework translates climate adaptation needs into locally relevant, financially viable solutions. It has four modules that cover opportunity scanning, local diagnosis, business case assessment, and pilot testing to identify suitable financing and delivery models.

MSC’s adaptation finance framework offers a structured yet flexible approach to connect climate adaptation needs with viable sources of finance. Its four modules cover opportunity scanning, locally led diagnosis and prioritization, business-case and financeability assessment, and response design and pilot testing. This framework identifies barriers to investment, assesses when commercial or catalytic finance may be appropriate, and tests solutions in real-world conditions. It also clarifies when grants, public investment, or policy action may offer a more suitable response.
