Allina Tiwari
Assistant ManagerAllina Tiwari is an Assistant Manager in the Government Advisory team at MSC (MicroSave Consulting) in India. She has more than three years of experience and works with governments, foundations, multilateral organizations, and development partners. Her sectoral focus spans digital public infrastructure (DPI), digital public finance, climate resilience, digital agriculture, financial inclusion, and public finance management. Her work covers policy and strategy advisory, product innovation, knowledge management, thought leadership, and advocacy to support the design and scale-up of digital public systems.
At MSC, Allina has helped governments and development partners design digital solutions to improve the efficiency and accountability of public service delivery. She currently productizes toolkits that enable the adoption of smart payments across government programs. She has also led advocacy and dissemination initiatives through multicountry exposure visits, multimedia knowledge products, strategic communication campaigns, webinars, and stakeholder engagement across multiple tracks. Allina has actively contributed to DPI’s climate resilience work at MSC. She has helped conceptualize the Climate Stack, which brings together climate intelligence, agriculture, and DPI to strengthen evidence-based decision-making. She has also contributed to engagements on trusted data-sharing ecosystems, disaster preparedness, digital agriculture, environmental and social risk management, and global impact measurement frameworks. Alongside project delivery, Allina contributes extensively to thought leadership and business development efforts at MSC. She has authored several publications and opinion pieces on digital agriculture, public finance, and climate change. She has also represented MSC at international conferences on climate-resilient agriculture and digital public goods. Before she joined MSC full-time, Allina interned with MSC and the Sattva Knowledge Institute, where she worked on agriculture, climate, impact investing, and innovation ecosystems. She holds a Bachelor of Arts degree in Economics from the University of Delhi. She is also fluent in English and Hindi.
