Shahrukh Ahmed Latif is a Manager in MSC’s Digital Financial Services domain in Bangladesh. He works in the development sector and has over three years of experience gained through projects with development banks, international funding agencies, MFIs, and community-based institutions in Bangladesh. His areas of expertise include project management, program design, and evaluation, M&E, proposal development, and report writing. He specializes in due diligence of M&E framework designing, log fame development, and design research studies for donor-funded development projects.
A few examples of his recent work are as follows:
- Developing the Financial Inclusion (FI) scorecard for Bangladesh to aspire to innovate (a2i). This scorecard will help to measure the gender-wise FI gap across districts all over Bangladesh. The scorecard consists of around 90 indicators of different parameters and follows a standard and globally accepted methodology. The FI scorecard will first be pilot-tested in a district and then implemented nationwide (2023).
- Evaluating the SATHI project, a gender-centric DFS intervention of a2i. The project was initiated in 2022, and an evaluation is now required to understand its progress, gaps, and challenges and identify the necessary action for future interventions. The evaluation is done following a mixed-method approach, including female agents, customers, and all other relevant stakeholders. The review started in 2023.
- Evaluated the Baseline and Endline of the BRAC SDC Tranche-II project under the Skill Development Programme (SDP). The project was implemented in Cox’s Bazar district for the local host communities to enhance their skills for a better livelihood. The baseline was conducted in the last quarter of 2022 and the endline was conducted in the first quarter of 2023.
- Conducted Annual Progress Review (APR) of Pathways to Prosperity for Extreme Poor People (PPEPP)- a USD 100 mn project jointly funded by the EU and FCDO. The project is implemented by PKSF and this multi-dimensional extreme poverty alleviation program has a coverage of 250,000 extremely poor households from 145 unions all over Bangladesh. The Project is a 10 years two-phase program that started in 2019.
- Supported the end of program evaluation of the Bangladesh Investment Climate Fund 2 (BICF-II) program- funded by the UK govt. and FCDO and implemented by IFC Bangladesh. Building on the eight years success of BICF 1, IFC established BICF 2, a six-year program initiated in 2016.
Before joining MSC, Shahrukh was a Senior Research Associate at Innovision Consulting Private Limited where he undertook various roles, from setting up and managing programs’ impact evaluations and providing technical assistance support.
