Despite widespread account ownership, digital usage remains constrained by literacy, affordability, trust, and infrastructure gaps. The roadmap defines 12 strategic goals, including reducing transaction costs, expanding connectivity, enabling interoperability, strengthening consumer protection, and promoting inclusion.
