Mr. Madhusan Hulgi is an Indian Administrative Service (IAS) officer of the 2015 batch, Uttar Pradesh cadre. He holds a Bachelor of Engineering in Chemical Engineering from the National Institute of Technology, a Master of Technology in Chemical Engineering from the Indian Institute of Science, and a Master of Arts in Public Management from Jawaharlal Nehru University.

Mr. Hulgi has held several key administrative positions, including Chief Development Officer in Sultanpur and Varanasi, Vice Chairman of Moradabad Development Authority, and Additional State Project Director, Sarva Shiksha Abhiyan, Uttar Pradesh. He served as the District Magistrate and Collector of Kaushambi from June 2024 to October 2025. Currently, he serves as the Special Secretary to the Chief Minister of the Government of Uttar Pradesh and also holds the charge of Additional Housing Commissioner. Mr. Hulgi plays a key role in state-level policy coordination and governance.
