Mr. Madhusudan Hulgi is an Indian Administrative Service (IAS) officer of the 2015 batch, Uttar Pradesh cadre. He holds a Bachelor of Engineering in Chemical Engineering from National Institute of Technology , a Master of Technology in Chemical Engineering from Indian Institute of Science, and a Master of Arts in Public Management from Jawaharlal Nehru University. He has held several key administrative positions, including Chief Development Officer in Sultanpur and Varanasi, Vice Chairman of Moradabad Development Authority, and Additional State Project Director, Sarva Shiksha Abhiyan, Uttar Pradesh. He served as District Magistrate and Collector of Kaushambi from June 2024 to October 2025.Currently, he serves as Special Secretary to the Hon’ble Chief Minister, Government of Uttar Pradesh, and also holds the charge of Additional Housing Commissioner, playing a key role in policy coordination and governance at the state level.
