Rajesh Aggarwal completed his B.Tech in Computer Science from IIT Delhi (1983-87). He drifted to Indian Administrative service in 1989.

He has served in various positions in Maharashtra and Delhi and has written a number of papers on e-Governance, and handled large number of e-Governance projects. He is into Big data Analytics on various Citizen databases, for weeding out bogus beneficiaries and targeting subsidies to genuine beneficiaries. He also advocates the use of e-Governance and use of technology to reduce or remove corruption.
