The blog highlights the road ahead for the Indian government’s new program—One Nation One Ration Card (ONORC). The objective of the program is to build upon the digitization of the Public Distribution System (PDS) with a focus on beneficiary-centric reforms.

The first assessment (Wave-I) was conducted in November and December 2014 across 41 districts in 9 states, wherein a total of 2,039 BM locations and 8,789 beneficiaries were surveyed. BMs were assessed on dimensions such as availability, transaction readiness, dormancy, branding of outlets, number of transactions etc. The customers were asked questions about their experience on aspects such as first bank account under PMJDY, receipt of RuPay card and availability of Aadhaar and its linkage in PMJDY account.

The report elaborates key findings of the study on three major aspects —Farmer Readiness, Retailer Readiness, and Transaction Status. It also explains best practices being followed by districts based on indigenous wisdom and provides actionable solutions for smooth implementation of AeFDS initiative.

The report is based on three rounds of assessment and review of PMJDY, conducted by MicroSave between October 2014 and December 2015, surveying BMs and customers. The objective of these assessments was to analyse and assess the impact of and challenges associated with PMJDY, for beneficiaries as also for BMs. In total, over the three rounds of survey, 5,366 BMs and 18,162 customers were interviewed across 17 states and one union territory.
