Astri is working as a Manager in MSC’s Country Programme Development, Indonesia. She is a digital financial and banking consultant with over eleven years of experience in digital social transfers, agent networks, banking operations, service excellence audits, and insurance. She has undertaken consulting assignments with banks, MFIs, international development agencies, and government agencies in Indonesia. Her areas of expertise include setting up agent networks, conducting service excellence audits, developing digital financial services, digital social assistance payments, and microfinance.

  • Impact evaluation and operational assessment of conditional cash transfers programme (PKH) of Government of Indonesia, for Ministry of Social Affairs, funded by Bill and Melinda Gates Foundation: responsible for managing large scale quantitative research to measure the impact of PKH, assess the operational of PKH and provide recommendations to Ministry of Social Affairs, Republic of Indonesia for future expansion of the scheme.   • Evaluation of digital food subsidy transfer program (BPNT) of Government of Indonesia, for Ministry of Social Affairs, funded by Bill and Melinda Gates Foundation: managed large scale quantitative research to assess the food subsidy cash transfer program and provided recommendations to Ministry of Social Affairs, the Republic of Indonesia for future scale-up. (2017-2018)
  • Agent Network Accelerator (ANA) Research of Indonesia, funded by Bill and Melinda Gates Foundation: Evaluated and identified operational determinants of success in Laku Pandai and Layanan Keuangan Digital (LKD) agents. (2017)
  • Research on emerging consumer risk in DFS, funded by Bill and Melinda Gates Foundation: Identified actual and perceived risks faced by DFS customers, examined existing policy and operational interventions to mitigate consumer risk and provided recommendations from policy and operational perspectives to mitigate the risks.   • Evaluation of pre-pilot of cash transfer program of food subsidy for TNP2K, funded by Bill and Melinda Gates Foundation: assessed the pre-pilot on cash transfers for food which highlighted the issues faced in the implementation of the pilot, and provided recommendations for scaling up of G2P payments. (2016)
  • Agri-Finance Supply Side Study in Eastern Indonesia, for SAFIRA, funded by DFAT: mapped the major agri-finance programs to identify the appropriate partner and potential activities for improving the access to finance in agriculture value chains. (2016)
Prior to joining MSC, Astri worked for PT. Bank Mandiri (Persero) Tbk for seven years. Her role was to oversee the implementation of service quality excellence in branches and Microloan, deliver training for front liners, and develop a set of service standards.  She is an Industrial Management and Engineering Graduate from Bandung Institute of Technology, Bandung and has a bachelor degree in Industrial Engineering from Diponegoro University, Semarang. Astri holds a certification with specialization in training from PT. Bank Mandiri (Persero) Tbk. in 2010, and life insurance from the Indonesia Life Insurance Association in 2014. She is fluent in English, Bahasa, and Javanese.
